PICO

Statement of Qualifications

Geotechnical Instrumentation and Monitoring

Geotechnical instrumentation and monitoring for California construction, led by a licensed geotechnical engineer from the stamped design through the data acquisition and engineering analysis.

PICO takes on each phase of a geotechnical instrumentation program, engaged as the project requires: the stamped design, field installation of instrumentation by a licensed contractor under PICO’s direction, monitoring and maintenance, sensor data on PICO Monitoring, and licensed engineering analysis. PICO works for contractors, engineering primes, public agencies, port authorities, and transportation districts anywhere in California.

Why PICO

Led by a California Geotechnical Engineer, personally accountable for the work.

Deron van Hoff holds California Civil Engineer C 56230 and Geotechnical Engineer GE 2575 licenses, with 38 years in practice. Whichever phases a project engages PICO for, the same engineer is accountable for them.

Access to secure data on PICO Monitoring.

Each project’s data is seen only by the people invited to it, and each person’s role sets what they can view or change. Data is encrypted in transit and at rest, stored redundantly, and isolated from every other project. Multi-factor sign-in can be required where a contract calls for it. Every change a user makes is logged with who made it and when, and alerts and the notifications sent for them are kept in a record that is never deleted.

Responsive to clients’ needs.

We pride ourselves on being responsive to clients’ needs, and our engineer has been an emergency contact for landslide and rockfall evaluations for past clients including the City and County of San Francisco, the Alameda County Flood Control and Water Conservation District, and Caltrans. Due to the nature of the work, we are available on short notice to respond to emergencies triggered by threshold exceedances.

Core competencies

  • Instrumentation design. Instrumentation plans and specifications prepared and stamped by a licensed geotechnical engineer, with threshold values set with the design engineer.
  • Field installation. Sensors and hardware installed by a licensed contractor under the direction of PICO’s engineer, then calibrated and baselined before they go live.
  • Monitoring and maintenance. Routine site visits, hardware serviced before it fails, reading frequency adjusted as construction changes, and decommissioning at the end of the project.
  • Data on PICO Monitoring. Readings, thresholds, and the site map on PICO Monitoring, with alerts by email and SMS and monitoring reports to the project’s specification.
  • Licensed engineering analysis. A licensed geotechnical engineer reviewing the data, analyzing threshold exceedances and trends, and advising the project team.
